Mr Edward R Cotten will be an applicant for the pro tem appointment of attorney General for this District, he is a man of high and honorable feelings, of talents adequate to the discharge of the duties of the of the office, if the interest of the State should be confided to him, it will neither suffer nor be neglected, and in him the State will find an able representa -tive. I have been personally acquai -nted with Mr Cotten for four years and from my intimate knowledge of him, I can say that his deportment has ben dignified and gentlem anly - your friend

My friend Mr Cotton will hand you this, whom you will recollect to have seen in Paris - Hugh Dunlap it is understood, either has or will shortly resign his appointment as attorney General.
