Seventhly. The Jury say pardon him - The Judge who tried him "thought him a fit subject to recommend to Gov. Carroll for a pardon" and yet entertains the same opinion - The Attorney General recommends him - the Council who was employed (Mr Aiken) on behalf of the State recommends him, and represents him as penitent, and also as having strong Claims upon other grounds - See his letter -

Eighthly - He is in ill health, and would likely be unable to leave the prison only to be removed to his grave - See Payne's letters. In addition to this he has been efficient in detecting Counterfit
