Pulaski 14th September 1816

His Excellency Joseph McMinn Esqr

Dr sir

A certain John Vincent, late of the county of Giles about two years ago, feloniously stole from me in this county, two negro girls named Lucy and Miley - Lucy is about fifteen years old - large and black - Miley is about thirteen years old well grown, and rather lightly complected, but not a Mulatto = I have lately found out that said Vincent has conveyed said negroes to the other side of the Mississippi, at the mouth of St Francis otherwise called St Franceway about seventy five miles below the chickasaw about 75 miles below the Chickasaw Bluff - Those negroes are now in the possession of one Sylvanus Phillips who lives in the same neighbourhood - I have been informed that where one man steals the property of another and carries it from one state to another, that the Governor of the state from which the pro= =perty is taken, may call upon the gover= =nor of the state to which the criminal has removed himself and property to appre =hend said criminal, & seize upon the property stolen, and delivere them into the hands of the laws of the state where the offense was committed, that the laws of the state may be executed - of this your Ex =cellency is much better informed than it is in my power to inform you -
