The Senate ^do not concur with your message proposing that the two House in Conference take into Consideration the Resolutions of Kentucky and Massachussetts and propose in lieu thereof that they be refered to a Select Committee of the two Houses and name Messrs. Rutledge, Ford, and Robertson on their part to which they request your concurance.
