MONTPELIER, NOVEMBER 5, 1814.

SIR..... I HAVE the honour, herewith, to enclose you a copy of a resolution of the Legislature of this State, relative to propositions of the Legislatures of Pennsylvania, and Tennesee [sic], to amend the Constitution of the United States, so as to reduce the term of service of Senators, from six to four years.
