Sir. An application will be made to you by our mutual Friend Gen. T. A. Howard for a pardon for Daniel Allen - he will lay before you the Documents and Evidences in favor of the Application On behalf of the petition I feel deeply solicitory, and have no hesitation in saying that from the character he has [?] through life, the sufferings he has endured, the losses he has sustained, and gradual Decay of his health, your Excellency will find one of the most fit subjects for the exercise of the power of pardon Such a course I believe would meet the feelings of society (generally) would [compat?] with those principes of Clemency and humanity, with which the executive is called upon to administer the Government by the spirit of our Constitution - One further remark I would make to your Excellency, which although it may not be necessary with you, will I feel contain
