Col Carroll Sir I here enclose this Power of attorney which is of such nature That it requires your certificate to it afte[r] looking at it you will see the pro priety of it I wish you to [anedigate?] by permit it back to me I was told That won [sic] dollar was yours [firs?] x Here enclose it
