I David T Denny of Seattle Left side of page notes King County W T would represent to the Hon Council of the City of Seattle Blk B R to $50 per lot that all the lots in Blocks A & B in my 6th addition to Seattle are assessed at three hundred dollars Blk 93 Lts 1 2 3 R to $150 per lot each, and the lots so described are entirely covered with water and Blk 94 Lts 1 2 3 R to $150 per lot therefore at the present time are very much less valuable than those on the land which are assessed at the same price. Also lots 1 - 2 - 3 in Block 93 in D T Denny 1M addition also lots 1 - 2 - 3 in Block 94 in same add are water lots and assessed too high also part of Lot 1 and the SE 1/4 of the NW 1/4 of Sec 29 T 25 NE 4 E is too high and in consequence theseof I do hereby present this as my written protest to and against said valuations. 103 COMMON COUNCIL OF THE CITY OF SEATTLE July29'82 Be it remembered that on this the 29th day of July 1882 the Common Council of the City of Seattle meets in its Council chamber pursuant to adjournment the following Officers are present to wit: Councilmen John Collins, M Densmore, Wm A Jennings, John Keenan and Charles McDonald. Thereupon the following proceedings are had: By reason of the absence of His Honor the Mayor L P Smith from the City, Councilman John Collins is appointed by the Council to the position of President of the council for the meeting And now the Special Committee to whom was referred the bids of all the Contractors for the Improvements to be done under Ordinances Nos 284,288 & 289 make their report That Chin Guan & Charlie are the lowest bidders on each & every of the improvements required by said Ordinances: Thereupon the report is accepted. whereupon it appearing to the Council that Chin Guan & Charlie are the lowest responsible bidders for the Improvements under each of said Ordinances & that they have reported their surities for such work to be Henry L Yesler, Moses R Maddocks, David T Denny, Robert Krupe & Robert Abrams & the Council finding siad surities to be responsible: It is ordered that each and every of the Contracts for said improvement be& is hereby awarded to said Chin Guan & Charlie upon their said bids. The vote upon said Order isa s follows: In favoe of said order Collins,Densmore Jennings, Keenan & McDonald. Against said order, none Ordered that the said Chin Guan & Charlie be required to furnish a bond for all of said improvements in the sum of $5000.00 Ordered that the Ordinance committee be & they are hereby instructed to submit a proper Ordinance, bond and contract for said Improvements Ordered that the Street Commission be & is hereby instucted to open the Alley in Block 2 of Maynard's plat Ordered that the Council stand adjourned attest: E S Osborne Clerk Approved, President of the Council

And now the Council proceeds to open & Consider the bids for furnishing the Compiled Ordinances of the City which bids are from Clarence HAnford and the Globe Printing Co. Ordered that said bids be & Are hereby referred to B L Northrup And now B L Northrup makes his report that the bid of Clarence Hanford is the lowest and best bod. Ordered that the rate of assessment in order to provide funds to pay for the Improvements done on Bell Street under Ordiance No 555 be & is hereby fixed at 37&1/10 mills on the Dollar. Ordinances anOrdinance is submitted to amend sec 15 of Ordinance No 383 in relationto grade. Referred to surveyor An Ordinance is submitted entitled "To provide for building a sidewalk in Fron t, Kentucky, Harrison and Temperance Streets" after due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Day, McDonald, Northrup, Rasin & Wusthoff Against adoption none. And now Councilman Keenen appears and takes his seatl. 2 Ordinances are submitted each being entitled "A special Ordinance appropriating money to pay audited bills" adopted upon the following vote to wit: In favor of adoption Day, Keenen, McDonaldNorthrup, Rasin & Wusthoff Against adoption none. 357 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 16 1887 at the corner of Eighth and Dearborn Streets bids for the completion of Madison Street Wilson and Godfrey $7000. Emmons and McClanahan $6120. Parker & Orr $6395.45 W N White $5500. Ryan & Quigley $5900. Matt Branagan $5299. On motion of Councilman Reitze the bid of Matt Branagan is not recieved or considered, not having been filed within the time specified in the advertisement calling for bids. On motionof Councilman Lake the bid of W N White is accepted and the usual contract ordered drawn upon the said W N White filing a bond inthe sum of $200.00 The appriasers heretofore appointed to act in the matter of Republican and Natches Streets not having qualified, it is ordered the M R Galloway having been hereto fore appointed to act on behalf of the owners of propertyy condemned, is reappointed to act in their behalf. On motion of Councilman Lake, L B Andrews is appointed by council to act in behalf of owners of property beneficial and the Acting Mayor appoints David T Denny an appraiser to act in behalf of City Ordinances An ordinance is submitted by the City Attorney entitled "An ordinance extending the time for the completion of tthe Madison Street improvement."
