162 JOURNAL OF THE PROCEEDINGS OF THE Nov. 3/82 Be it remembered that on this the 3rd day of November 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following Officers are present, to wit: Councilmen O.F. Cosper, Chas F. Clancy, Fred Gasch, G. L. Manning and U.M. Rasin. Thereupon the following proceedings are had. By reason of the absence from the City of His Honor the Mayor Councilman U.M. Rasin is elected to the position of Acting Mayor to serve during such absence. Petitions Received From W.D. Lyts for the right to erect a building near the Columbia Street Incline. Referred to the Committee on Streets and Street Improvements. From John H. Carr et al for a sidewalk on the north side of Jackson Street from the west side of 8th Street to the the west side of 6th Street. Referred to the Committee on Streets and Street Improvements. From F.X. Prefontaine et al for a refunding concert license paid by Catholic Church. Referred to the Committee on Streets and Street Improvements. From E.A. Turner et al for the right to raise a sidewalk on 8th Street fronting Lot 5 Block 40 and to grade and raise crosswalk. Referred to the Commitee on Streets and Street Improvements. From M. S. Booth et al for a street lamp corner Jefforson and 5th Streets. Referred to Gas Light Committee. From W. N. Bell with a reference to a sidewalk in front of Odd Fellows Hall on Front Street in BellTown. Referred to the Committee on Streets and Street Improvements. From E.W. Rea asking for further time in which to complete the New City Engine House. Referred to Jail Comtee. From H.J. White protesting against paying grade tax for Union Street grade. From Streets and Street Improvements recommending that all bids for South 2nd Street improvements be rejected. Adopted. Ordered that the Clerk be and hereby instructed to delay advertising for new bids for said improvements until the further order of he Council. From Streets and Street Improvements recommending that the protest of H.J. White against paying Union Street grade tax be denied. Adopted and protest denied. From Streets and Street Improvements recommending the construction of a wooden sewer from 5th Street alongMadison to the Bay. Adopted and City Surveyor instructed to submit plans and specifications therefor. From Street sand Street Improvements recommending the granting of the petition of E.A. Turner et al for raising a sidewalk in 5th Street and etc. Adopted and Streets Committioner instructed to make the necessary improvements. From Streets and Street Improvements recommending the granting of the petition of John H. Carr et al for a sidewalk on the north side of Jackson Street from the west side of 8th Street to the west side of 6th Street. Adopted and Judiciary and Legislative Committee instructed to submit a proper ordinance. From Streets and Street Improvements recommending the denial of the petition of W. N. Bell with reference to sidewalk fronting Odd Fellows Hall in Belltown. Adopted and petition denied. From Street and Street Improvements approving the reports of the Surveyor on 2d and 3d intersecting grades and of Front Street grade, also of Street Commissioner. Adopted. Ordered that the Fire Warden be and is hereby instructed to purchase a new hose carriage and 300 feet of Maltese Hose and the Judiciary and Legislative Comtte. are instructed to submit the proper ordinance therefor. 427 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 6 1888 on the South West Corner of Front and Madison Sts. Adopted. From same Committee granting petition L.M. Wood and others for grading Third Street from Depot Street to Virginia Street and Virginia Street from West Street to Fourth Street and building sidewalks on said streets and directing the City Surveyor to submit plans and specifications for said improvements with a profile at the next regular meeting. Adopted. From same Committee rejecting petition of S.N. Sorenson for permission to move a house from the corner of Spring and Third Streets to Block 5 Sorensen's Additiion as it would obstruct the public streets for too long a period. Adopted. From same Committee recommending that the petition of Nat Bartlett for permission to build a house on Clay St near the Bay be laid on the table. Adopted. From same Committee granting petition of E.A. Turner and others for grading Lane Street from Eighth Street to Fourteenth Street and building sidewalks on both sides thereof, also directing the City Surveyor to establish the grade of said street and submit plans and specifications for said improvement at the next regular meeting. Adopted. From same Committee asking further time to report on petition of J. W. Van Brocklin & others for grading and terracing Terrace Street from Mill to Thirteenth Streets. Granted. From Committee on Fire and Water granting petition of A.E. Hauser and others for a new fire alarm bell at Engine House No. 3. Lake Union and recommending that the purchasing agent purchase a suitable bell. Adopted. From same committee recommending that the present Fire alarm system be abandoned as the same is useless for
