Nov. 2 '83 In favor of adoption Clancy, Day, McDonald, Rasin, Ranke & Wusthoff. Against adoption none. Ordered that the Attorney be & is hereby instructed to submit an Ordinance to fix the salary of the Fire Warden at $150 a year

Miscellaneous Ordered that the Treasurer by & is hereby requested to pay all warrants in favor of street laborers out of any monies not otherwise appropri-ated. From the Seattle Street Railway Co. for the right to construct a street Railway along Madison from Front to the city limits & along Mill & West Streets. Referred to Street Committee. From George Kinnear et al for a gas lamp corner 3rd & Spring Streets. Referred to Gas Committee. From Geo. R. Smith et al for a fish stand foot of Washington Street. Denied

We the undersigned property owners owning property abutting upon Washington Street hereby make the following proposition to the City of Seattle by way of compromise. That we will pray to said city the amount of original tax or assessment and the costs thus far accruing by reason of writs now pending against us in the Superior Couts for said tax: the Cityof Seattle to throw off all interest and penalty which had accrued by reason of non payment of said tax: F M Guye Estate of Philena C Comstock for lots 1,2,4,&5 of Block 5, W R Brawleys Addition, the same being all properly assessable to her. 240 JOURNAL OF THE PROCEEDINGS OF THE Aug 5 1887 Remonstrance of H L Yesler and others against grading Seventh Street from Madison Street to Mill Street read and laid on the table for the present and afterwards taken up and on motionthe same is rejected. Comunication from Herman Chapin stating that at a meeting of the property owners along the line of Second Street held July 21st there were chosen: to represent the property owners benefitted George Kinnear esq and to represent the owners of property condemned Francis J Burns esq; Also a communication from W V Rinehart appointing J R Lewis esq to act in his behalf; and also from Mrs Sara H Steves appointing A H Manning to act in her behalf are read: Thereupon His Honor the Mayor appoints Eben Smith esq, an appraiser, to act on behalf of the City; and the communications rec'd & ordered filed. Communication from [R H Thomson]] protesting against the change of grade on Mill Street read and referred to the Judiciary Committee. Communication from W H Cowie withdrawing from the bond of Wm McMasters proprietor of the Corner Saloon read and referred to Committee on License & Revenue. Communication from W C Hill proposing to Settle grade and other taxes, read and referred to Judiciary Committee. Monthly Reports Rec'd From Chief of Police read and ordered filed. 587 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 I believe that to pass that ordinance with such a provision in it when it is known that the streets on a greater portion of the proposed line have not and perhaps with not be graded for some years to come would be virtually tying up a valuable franchise until such time as it suits the pleasure of the grantees to complete the work. If it is not practicable to build such a road over streets not graded than why make any grants until the streets are in a condition for such work? While I am in favor of encouraging such enterprises the completion of which make is possible for the people of limited means (who are in the majority) to reach the suburbs of the City where houses can be secured for a nominal sum I should insist that such grants be made in good faith for actual use and not for speculative purposes. Respectfully Robert Moran mayor. On motion the message & Ordinance are referred to the Street Committee. Ordered that the petition of Wm M Thomas for permission to build a small fruit and cigar stand in the alley on the west side of Washington Street between South 2nd and South 3rd sts be taken from the table and referred to the Street Committee. Ordered that the matter of Bluff Street grade be referred to the Street Committee in conjunction with the City Surveyor. Ordered that the matter of Depot Street grade at its intersection with Fifth Street be referred to the Street Committee in conjunction with the City Surveyor.
