be an act of gross injustice as well as illegal for the council to fasten upon all the tax payers of the City a debt of thousands of dollars for expenditures made for the special benefit of a few without giving the general tax payer an opportunity of testing the validity of such debt. the City is not Liable for every illegal act of the council if such illegal act should be established. City Counsel of Seattle County of King State of Washington The undersigned petitioner earnestly request your honorable body to extend the Water Main from Virginia to Leonora on 8th St in the City of Seattle. as there is at least 50 families that has no water and for Fire Protection and there is no Hydrant nearer that Pine and 9th St and that so a Hydrant be palces on Leonora and 8th St and your petitioner humbly prays that they will be done as speedily as possible as there is great need of water in the district.
