This defendant respectfully denies the right of the Common Council or a Committee thereof to call him to an account for an expression of his oppinion wither in the Common Council or out of it as to the effect or intent of any Ordinance proposed or passed by the Honorable body of which he is a member Lastly this defendant alleges that he is responsible to this body for language used on the deliberations of the Council Room justly offensive to the Mayor or any member of the common Council, but he respectfully denies the right of the Council as a body, or through its Committee to exerise any censorship over his expression of opinion as a Citizen made at a public meeting and outside of the Council Room.
