13 Columbia Jan 16th 1893 The Council met pursuant to adjournment Mayor Hutchinson presiding, the following councilmen were present J Sullivan, E Voland, J Hellenthall, Fred Bond. Ordinance No 1 "providing for the nammer of printing and posting, and the places for posting the ordinances and resolutions passed by the Council of the Town of Columbia", was read and on motion approved. Ordinance No 2, "providing for the time and place of meetings of the Council of Columbia" was read and on motion approved. Ordinance No3 "fixing and providing for the giving of a bond by the Town Treasurer" was made and on motion approved. Ordinance No 4, "Creating and establishing the office of Town Clerk, and Assessor, and fixing the Bond of said clerk" was read and on motions approved. Ordinance No 5, "Creating the Office of Police Justice and defining his duties and fixing his compensation" was read and on motion approved. Ordinance No6, "Creating and establishing the office of Marshal of the Town of Columbia" was read and on motion was approved. Motion made and carried to confirm the officers elected Tuesday, Jan 10th. Viz: Town Clerk, Police Justice, and Town Marshal. The bonds of E L Hepler as Treasurer was read and on motion approved. The bonds of B R Shaw as Town Clerk was read and on motion approved. The bonds of D C Brown as Town Marshal was read and on motion approved. On motion, Councilman E Voland and Clerk B Shaw were appointed to order the Books and Stationary necessary for use of the town.
