Gentlemen:
In the matter of the attached petition of Elbert G.Rall, and others asking that a culvert be constructed on Lipscomb St. between Pennsylvania and Cochran Sts. beg leave to report that the length of the culvert would be 200 feet, and cost per foot about $7.00, making a total of $1400.00.
The situation can be greatly relieved by thoroughly cleaning the existing ditch, and paving it with cobbles, at a probable cost of less than $100.00.

TO THE HONORABLE CITY COUNCIL, Greetings:-
We the undersigned residents of the Sixth Ward, City of Ft. Worth, do hereby present our petition, and pray that an investigation be given to the matter of defective culvert and open drain located on Lipscomb St. between Pennsylvania Ave and Cochran St., which after each rain stands in cess-pools, thereby endangering the health of those living in the vicinity of said drain. We ask that a proper culvert be constructed, in order that this place may be well drained.
