Info on Colonel Wilson Lively, who was indeed associated with Monroe County in (West) Virginia, can be found in "History of Summers County from the Earliest Settlement to the Present Time" on Google Books: https://books.google.com/books?id=bigTAAAAYAAJ&lpg=PA495&ots=moygXVnqhN&dq=colonel%20wilson%20lively&pg=PA495#v=onepage&q=colonel%20wilson%20lively&f=false
Lively apparently attained the rank of Colonel before the Civil War, so this is not necessarily a Civil War-linked inscription. The book bearing this inscription was published in 1844 and apparently bought from Lively by Jameson sometime before West Virginia seceded from Virginia in 1863.
