existed throughout all of California, Oregon,
and Utah a general apprehension of Indian
wars, which had already ripened into actual
hostilities in many cases - General alarm prevailed
everywhere. There was much said about a change
in the Indian policy on this coast. Our
Congressional delegation urged upon me the
necessity of an immediate visit to Washington
at that time which I declined to do, for
the reason that the more urgent interests of
the service required me to remain in the
State. It was then urged by them that
some one connected with the Service, and
familiar with it, be departed for that
purpose. Mr. Madden, long a Clerk in
Office of Superintendant, and at that time
Clerk at the Tejon Reserve, was therefore,
directed to proceed to Washington with a
view of consulting with the Department on
all questions connected with the condition and
management of the Indians in this Superinten-
-dency. When an emergency arises making it
necessary to communicate with the Department
personally - there is no time to obtain Special
orders - It was in this view of the case that
the California Delegation in Congress, at that
time made the recommendation.
