Made recommendations to Quartermaster General regarding procedures and policies. Suggested issuance of new directives and changes to existing. Maintained close liaison between Service Command Headquarters and Washington, District of Columbia. Set up production lines for expeditions handling of Quartermaster supplies. Prevented accumulation of unduly large backlogs of supplies in one location; suggested proper methods of redistribution. Made missions overseas. Maintained liaison between Quartermaster General's Office and Chief Quartermaster Office, European Theater of Operations, Paris, France. Toured European Theater of Operations and made recommendations for expeditious redeployment of Quartermaster supplies. Wrote European Theater of Operation directives. Directed setting up of reclamation depot in European Theater utilizing French civilians and prisoners of war. Set up standards for proper classification of surplus Quartermaster supplies.
