I am requested to reply to your [form?] of this morning wherein you say that - "at 1/4 past 10 this morning" you "[saw?] Cart No 1156 at the Corner " of Chamber and Broadway with a heavy load detached from the " horse which appeared to have fallen from exhaustion. His right side "under the saddle" was quite raw and he was quite unfit for work"

You will at once percieve that we could not take any effective steps to punish this act of Cruelty without your [underlined] assistance [underlined]. Will you not therefore go before Justice Dowling at the 'Tombs' Contre Street_ who will take your [underlined] affidavit [underlined] of the facts in the Case- (You obtaining the drivers name at the Mayors office on your way-) and the Justice will at once send an Officer and arrest the party who performed that act of Cruelty _We really hope that you will
