Dear Sir,

Yours of 17th, inst was duly received and its contents perused with feelings of deep & heartfelt pleasure.

The founder of this Society Mr. Henry Bergh, after encountering much difficulty in [procuring?] a charter, found the laws of this State very inefficient in regard to the prevention of cruelty to animals & with a view of more efficiently [presenting?] the work, went in person to Albany, [praying?] for additional legislation for that purpose.

He succeeded in getting the "Act for the Preservation of the Health of Animals for Human Food" passed [on?] 13 [April?] 1866. but by some means, after his departure, the paragraph [illegible], "Nothing in this act" & ending with ["Salamanca"?] [in?] the first [section?], was interpolated, destroying its [effects?], as the railroads [thus?] accepted were the only [carriers?] of live [stock?]. [he?] also succeded on 19 April 1866 in getting "An Act [Better?] to prevent Cruelty to Animals" passed. [he?] [again?] in [January?] 67 [illegible] to [run?] [Capitol?] & after the most tedious delays, the most [illegible] opposition from Railroad men, Butchers, the Medical Faculty & others.
