wrongdoing. For eight years Kamen

The AEC sent the State Department a
statement that AEC did not object to
Kamen's going abroad. For eight years
Kamen was unable to get unab his passport,
unable to travel abroad, unable to get
charges that he could refute. He signed
an affadavit that he was not and never
had been a Communist or Communist
sympathizer, had never imparted confidential
information to anyone not entitled to
receive it, and that his proposed
travel was for purely scientific purposes.

After eight years, in 1955, the
U. S. District Court obtained a stipulation
