(Number 1359 Book G) Rule 22 being suspended, the Report was read
and adopted.

The Chairman from the Committee on Parks brought up Report (Number
1360 Book G) which was read and adopted.

Ald Richardson introduced "A By Law to exempt from Municipal
taxation the carriage Factory of John F. McDermott for ten years" which was read a
first time.

On motion of Ald Drennan seconded by Ald Galloway
Ordered, That exemption By Laws be laid over for new Council.

Ald McKelvey introduced "A By Law to authorize the construction of a
common sewer in a part of William Street from Barrie Street to the Water front
in the City of Kingston as a local improvement under the provisions of the
Muncipal Act in that behalf" which was read a first time.
The 30th Rule was suspended and the Council went into Committee of the
whole on the By Law.

Ald Galloway in the Chair
The Council resumed.
The Committee rose and the Chairman reported the second reading of the
By Law clause by clause. The Report was received.
The 30th Rule was again suspended and the By Law was read a third
time and passed.
Yeas: The Mayor, Aldermen: Behan, Curtis, Drennan, Galloway
Martin, McKelvey, Newlands, Richardson, Ryan, Skinner,
Stewart, Strainge, Tait, Walkem - 15
Nays: None

The Mayor requested to leave the Chair and Ald Skinner to take
same.

On motion of Ald McKelvey seconded by Ald Ryan
Resolved that this Council desires to place on record its appreciation
of the deligience and assiduity with which during the past year His Worship Mayor
Wright discharged the onerous duties of Chief Magistrate of this City during his term of
office. Mayor Wright has spared neither time or energy in his endeavour to meet the
demands made upon him during the past year, always on hand promptly at
meetings of Committee and Council with work well arranged, his uniform courtesy
made it a pleasure to transact business with him. We believe we can congratualte
Mayor Wright on leaving office with the gratifying sense of having discharged
the duty faithfully and well and to the satisfaction both of his Council and the
City at large. Carried, unaniously, the members standing.

Ald Skinner left the Chair. The Mayor took the same.

On motion of Ald Richardson seconded by Ald Behan
Ordered, That this Council exceedingly regrets that Alderman McKelvey
has not thought fit to take part with us another year and in him we lose
an alderman who will be hard to replace and who had the City's interest at heart
at all times and who for many years devoted much valuable time for the City's
welfare. Carried unanimously, the members standing.

On motion of Ald Skinner, seconded by Ald Curtis
Ordered, That this council regrets its loss in the persons of Aldermen
Gaskin, McMahon, Meek, Mundell, Galloway and Shannon who have retired from
the Board. Carried unanimously, the members standing. Ald Meek here entered
the Council Chamber.
