The Chairman from the Board of Works brought up Report
(Number 17 Book H.) which was read and adopted.

The Chairman from the Committee on Fire, Water and Light brought
up Report (Number 18 Book H.) which was read + adopted.

On motion of Ald: Robinson seconded by Ald: Donnelly.

Ordered, That the Mayor be requested to inquire and find out
if all the institutions exempted from taxes are carrying out their agreement.

On motion of Ald: Drennan seconded by Ald Curtis.

Ordered, that we petition the Ontario Government that the
assessment or Municipal Act be amended so that no exemptions be granted
except for Religious, Charitable and School purposes.

On motion of Ald: Allen, seconded by Ald Donnelly.

Ordered, That a Committee be appointed consisting of Mayor Elliott
Alderman [Aldermen] Ryan and Hewton for the prupose of drafting a suitable resolution
expressing the regret of this Council on the death of Dr. Saunders and the same
be forwarded to family of the deceased.

On motion of Ald: Carson seconded by Ald: Behan.

Resolved, That in the opinion of this Council, owing to the stagnation
of trade, the condition of the labor Market and the depreciation in the assessed
value of the City we desire that the strictest economy be used in all departments
by this Council with this view it is necessary that reduction in their staff or by
salary should take place wherever possible in each department without
in any way lessening the efficiency of any and that this resolution be directed
to the Finance, Board of Works, Water Works, Fire, Water and Light, City Property
and Markets and Parks Committees of this Council, also Police Commissioners,
Public School Board, Separate School Board and Collegiate Institute Board
that they may associate themselves with the Council and assist in securing
the reduction necessary to meet the demand for the strictest economy in their
different services and that the Chariman of the Committees named from the
Council and Ald: Donnelly be a Committee to draft a report for this Council
to be presented not later than the next regular meeting of this Council.

Ald: Carson introduced "By Law 535 entitled A By Law to authorize
the Construction of an Asphalt side walk on a part of Earl Street in the City
of Kingston as a Local Improvement under the provisions of the Municipal
Act in that behalf" which was read a first time.

The 30th Rule was suspended and the Council went into Committee
of the whole on the second reading.

Ald: Donnelly in the Chair.

The Council resumed.

The Committee rose, and the Chairman reported the second reading
of the By Law clause by clause. - The Report was received.

The 30th Rule was again suspended and the By Law was read a
third time and passed..
