organized, and were extending, and no University ever had
mre loyal sons and daughters than the members of
these Associations. The "Queen's Spirit" was now commonly
spoken of as an unmistakeable factor in the moral
and intellectual culture of the country. The loyalty of
the constituency of Queen's had come to be a proverb.

An illustration of this spirit is furnished in a memo-
randum to the Board from the COuntil, recommending:
That a change be made in the Constitution of the Council to
allow any Alumni Association of 30 or more members to
elect a member of Council; that the importance of the
Council be recognized by submitting to it, for consideration,
the larger questions connected with the developent of the
University; that a Committee be appointed, the better to
secure organization of the Alumni Associations, and to
arrange for annual visits to them of members of the
Staff.

These recommendations were cordially approved by the Board,
and at the earliest opportunity steps would be taken to
secure the necessary legislation to give them effect. And
forthwith a Committee would be named to cooperate in
organizing and extending Alumni Associations.

of Ontario was heard, and his account of the purpose
