Mr. [?] Vebert[?]
[?] Gaspe

Dear Sir
Yours [?] [?] with
a/c JS Davis which is sent on
to Ottawa. Your former a/c
here duly [?] on and should
have been [?] [?] earlier than
stated.

I cannot see any necessity
of Davis going up river to see how
many fish are in the pools, it will
cause expense for nothing, and
the Dept will object. If he went up
to gather parent fish for eggs it
would be different but [?] to see
fish a pool is of no use to any
one. It is to be expected that
salmon were not more plentiful
the past season _ must look
forward for an increase in future
but I fear the netting is so great that
a large increase cannot be well
expected. Keep your parent fish
healthy and carry out my
former instructions where you [?]
and have them out.
