I think Bill Mourning might be Bill Morrissey - a more common surname

Then, I would imagine Wm Massing would be Wm Morrissey as well, judging from the shape of the letters in both surnames - Father and Son? Sr and Jr? It was probably not uncommon to hire family members together on these projects.
