University domain; To remove all obstructions from the side walks and ^to require the cleaning of the same at the expense of the occupants of the ground fronting thereon; to pass all By Laws or ordinances not contrary to the Constitution and Laws of the State that may be necessary to carry out the full intent and meaning of
this Act.

Section 2. Be it further enacted that the said Trustees of the said University of the South shall have power to appoint a Recorder who shall hold his office for four years and who shall be and is hereby invested with the powers of a Justice of the Peace in all cases of a violation of the Criminal laws of the State or of the By Laws or ordinances of the said University within the domain thereof

Section 3. Be it further enacted that the said Trustees of the said University of the South shall have full power to appoint a Marshal who shall hold his office for four years and who shall be and is hereby invested with all the powers of a Constable
