The Rev Mr Mitchell, on behalf of the Committee on Finance, presented the following Report.

The Committee on Finance, in presenting their Report, beg leave, in justice to themselves, respectfully to remind the Board, that the duties of the Committee are defined in the following Resolution, passed at the last meeting of the Board, held at University Place, Oct. 9, 1860, to wit : --

"Resolved, That a Committee of three be appointed by the President of the Board, to be known as the Committee on Finance, which shall meet at University Place, at least three days before the next annual meeting of the Board, and to which shall be reported by the Commissioners, Executive Committee, Diocesan Treasurers, and Treasurer of the University, all such matters as may be under their direction & control connected with the financial affairs of the University, so as to enable that Committee to prepare a Report of the financial affairs of the University to be furnished to the Board on its assembling."

The Journals, containing this Resolution, and the other Proceedings of the Board at its last meeting, through printed by order of the Board, have not, so far as the Committee can ascertain, been distributed even to the parites named in the Resolution; and this, it is presumed is one reason why only a small part of the Reports called for by said Resolution have been furnished to the Committee. The few which have been received were obtained in response to a request

They are not sufficient, however, to enable the Committee to furnish the Board, at this time, with any statement of the financial affairs of the University which would be of any service or value whatsoever.

Finding it impossible, therefore, ( by no fault, however, of their own ) to perform the duty assigned them either satisfactorily to themselves, or so as to affect any good purpose, your Committee respectfully ask to be excused from any attempt to do so so at this present meeting of the Board.

Respectfully submitted by
