a set of plans have been completed
constituting a study a suggestion for the improvement
of Pioneer Place in
submitting the same to your honorable
Body, your permissions is asked
to accompany said plan with
a statement of the 'motif' for
such design and its arrangements.
First this place is the most conspicuous
one in the city and will ever be
prominient by the very nature of
its locality.

is made the center by the many
