107 Columbia April 4th 1895 The Town Council met pursuant to adjournment. Mayor Pierson presiding Roll call and the following councilmen present Almquist, Groat & Calder The minutes of themlast meeting read and on motion approved The Committee appointed to notify the officers to file their bonds report and on motionmthe same accepted and the committee discharged. The Committee appointed to examine the Treasurers water book report and on motion the same was accepted and the committee given more time to make final report. The Council authorizing them to demand the book at once. The Bond of B R Shaw as Clerk filed and on motion the same now accepted. The Bond of O A Schade as Treasurer filed and on motion the same rejected and the committee appointed to examine the bonds notified to return the Treasurers bond and for him to file a properly executed one as soon as possible. The Clerk & Marshal quarterly reports read and on motion the same are filed and ordered placed on file. On motion the Clerk authorized to notify Tresurer Schade to file his quarterly report at the next regualar meeting the would justifibly request that the same shall be made. A protest signed by A H Hack read and on motion referred to the Board of Health. Motion made and carried to draw warrants for the Officers quarterly salary. Motion made and carried that the water book be turned over to the Marshal and for him to have [?] of collecting the note rent [?] to reserve on compensation on water fees and 1% on all money collected from same Motion made and carried to adjoune to next first Monday in May 8 o'clock PM B R Shaw clerk Approved V R Peirson mayor

109 Columbia May 13th 1895 Town Council met pursuant to adjournment Mayor Pierson presiding Roll Call and the following councilmen present Groat Calder & Almquist Theminutes of the two last meetings read and on motion approved. Bill from Hepler Lumber Co for lumber $5.29 read and on motion a warrant ordered drawn for payment of same Marshal Huff reported ont he progress on the sewer being built and on motin the same accepted and he was instructed tofinishthe same as soon as possible by employing help to be paid in warrants The report of Treasurer Schade for the first quarter of the year, read and on motion asccepted and ordered placed on file. The committee appointed to audit the books of the Clerk and Treasurer read and on motion accepted and ordered placed on file. The Committee appointed to investigate the matter on bonds of the officers of the Town made then refused and on motion the same accepted and the comittee discharged The bonds of Tresurer Schade read and on motion accepted and placed on file. On motion the office of councilman McKay declared vacant Motion made and carried to postpone the election of a new councilman until the next regular meeting. Motion made and carried to postpone the appointment of a Police Justice untl the next meeting. Motion made and carried to accept the payment of Poll Tax by W D Calder for 1894 and payments of Poll Tax for this yer. Motion made and carried to refuse to accept General Fund warrants in payment of water rent On Motion the Attorney instructed to draw an ordinance reducing the water rate to 50 cents per month for each family. also to draw and ordinance transferring $25.00 fron the gen fund to the emergency fund. Motion made and carried to adjourn the meetfirst Monday in June B R Shaw clerk V R Peirson mayor

111 Columbia June 10th 1895 The Town Council met pursuant to adjournment. Mayor Pierson presiding Roll Call and the following councilmen present Groat Calder Almquist and Chase The minutes of the last meeting read and onmotionapproved The Ballot taken to appoint a new councilman to fill the place of councilman McKay resulted in the selection of J A Kelso and C P Hutchinson was selected as Police Judge in the place of C R Hepler who failed to qualify [this line crossed out] The following bills read and on [this line crossed out] motion warrnats ordered drawn for the same Bill from J E Hepler for 1 day work $2.00 read and on motion warrant ordered drawn for payment. Ordinance #52 fixing the charges of the use of water read and on motion passes by the council and approved by the Mayor Ordinance #53 enacting an emergency fund passed by the council and approved by the Mayor Motion made and earned to transfer $25.00 from the General Fund to the Emergency Fund. Bill from J C Hull for $1.75 work putting in water pipe read and on motion warrent ordered drawn for payment same Also Bill from J E Hepler and Thad Osgood for $1.50 each ordered paid. On motion the Marshal instructed to purchase 10# of nails to repair sidewalk. Motion made and carried to allow the people living on the West of Winston St the use of the water for irrigation of Mondays Wednesday & Friday and the people living on the East of Winston St on Tuesday Thursday & Saturday and that the Marshal be instructed to notify the parties that unless they comply with the request the water will be shut off. Motion made and carried to allow the Atorney Thompson to appoint M McCurley as the Depty during his absence. Motion made and carried to adjourn to meet first Monday in July B R Shaw Clerk
