117 Columbia Oct 14th 1895 The Town Council of the Town of Columbia met by Special Call of the Mayor to consider certain Ordinance relating to opening Streets and Alleys. And regulating the erection and maintainance of dangerous and unsafe buildings. Also to consider Platt as introduced by Mr Fisher and to take action in regard to Street Grade Assessments; The meeting was called to order and presided over by the mayor, councilman present Groat, Almquist and Kelso Absent Calder and Chase Minutes of last meeting read and approved Communication from C P Sanders claiming road running south to Wetmores Place in bad condition, referred to St Committee: Communication from H H A Hastings accompanied by ordinance asking a Franchise to build Wharf at Lake and Grade Street leading from Same laid over until next regular meeting: Ordinance No 56 relating to obstructing Streets and Alley read 2nd time and on motion was carried Ordinance No 57 regulating the erection and Maintenance of Dangerous and Unsafe Buildings: was read 2d time and onmotion was carried Ordinance No 58 Introduced by City Attorney regulating the paying of Warrants laid until next regular meeting: On motion: resolution for Wife to join Husbands as sureties: be repealed as to Police Justice: City Attorney was, on motion instructed to prepare notice to be served by the Marshal on owners of unsafe building adjoining alley and situated on Lot - Block Platt offered by Mr Fisher at previous meetin was taken up and carefully considered and on motion was rejected as platted but willing to accept the platt if changed so as to continue Renton Ave to connect with Winston St and that Renton Ave

118 take the name of Winston St The Mayor and J A Kelso appointed a committee to confer and act with the City Attorney and proceed the collect Grade Taxes from property abutting on Columbus and Angeline Sts; Communication from Nathan Beman County Auditor encolsing certificate of the assessed valuation of property situated withinthe limits of the Town of Columbia as Follows Real Estate $114,135 Personal Property 2,970 Total $117,105 Council proceeded forthwith to fix and determine their levy for Municipal purposes for the year 1895 and 1896 On motion a levy of one per cent was made and City Attorney instructed to draft an ordinance and present the same at our next regular meeting The mayor Appointed the Standing Committee as follows: Committee on Buildings and Wharves, Groat and Kelso Committee on Water Calder and Kelso Committee on finance Kelso Chase & Almquist Marshal instructed to procure one cord of wood for use of the Town Hall On motion Meeting adjourned to next regular meeints on the First Monday evening in November 11/95 J A Kelso Town Clerk pro tem Approved Nov 4th 1895 Mayor

119 Columbia Wash Nov 14th '95 Town Council of the Town of Columbia Wash. met in regular meeting. Mayor Pierson presiding Groat Calder Almquist and Kelso. Absent Chase Meeting called to order J A Kelso appointed Clerk pro Tem Rolll called & Absentees noted: Minutes of last meeting read and approved and corrected. St Committee report on Communication of C P Sanderson and find siad road in good passable condition: Communication of H H A Hastings in regard to passing an Ordinance granting a Franchise to Columbia Transportation Co taken from the table and referred to Committees on Streets and Alleys and Buildings and Wharves: Ordinance No 56: an ordinance to request the use of Streets, Avenues and Alleys in certains respects and imposing a penalty, Also Ordinance No 57 An Ordinance to regulate the erection and Maintenance of Dangerous and unsafe buildings and edifices and providing a penalty being irregularly and illegally passed at Special meeting held October 14th 1895 Was taken up and on Motion was passed unanimously: Ordinance No 58 An Ordinance directing the calling in and payment of outsatanding warrants by the Treasurer and stopping interest being introduced at special meeting on Oct 14th 1895 was taken from the table and after 2d reading was considered And on motion was passed by an unanimous vote: Ordinance No 59 An ordinance providing and fixing the tax levy for the Town of Columbia for the years 1895 & 6 fiscal year. Making the levy one per cent. Bieng inroduced at SpecialMeeting held on Oct 14th '95 Was read 2d time; and on motion was passed by a unanimous vote: and Clerk ordered to certify the same: On motion Warrant on General Fund was ordered in favor of E L Hepler in the sum of 89 cents. for Lumber per invoice dated Oct 2d 1895 On motion warrant on Emergency was ordered in favor of Merton Groat in the sum of $2.50 for one cord of wood per invoice dated Nov 4th '95

120 Resignation of B R Shaw Town Clerk and on motion was accepted: On motion: notice of annual election to be held on the First Monday in December was ordered posted according to law. Officer to be elected as follows: Three Councilmen for the term of 2 years one councilman to fill unexpired term of Thos McKay and Treasurer for the term of 1 year an one Marshal for term of one year. the following named were appointed as Judges C P Hutchinson and A H Hepler Inspector Thad Osgood: On motion: Officers of said election to be allowed two & 50/100 Dollars per day.. On motion: City Attorney was requested to draft and present at our next regular meeting : An Ordinance providing for the disposition of prisoners: On motion, Street Committee was authorized to expend not to exceed Thirty-five Dollars for lumber and material to cover Bridge on county road in eastern part of Town and to make Box Drains: On motion meeting adjourned to meet on 1st Monday evening in December 1895 at 8 o'clock PM J A Kelso Clerk Pro Tem Approved Nov 121th 1895 mayor

121 Columbia Wash Nov 12th 1895 The Town Council met pursuant to call of the Mayor. Special meeting being called for the purposes of electing a Marshal and Clerk having resigned Mayor Pierson presiding present Groat, Calder and Kelso: On motion the appointment of A H Hepler by the Marshal as Deputy in his absence was confirmed and Appointment & Oath of officer placed on file. On motion J A Kelso was appointed as Clerk and Oath of Office Filed. J A Kelso being elected Town Clerk Tendered his resignation as councilman and on Motion was read and accepted: On motion meeting adjourned J A Kelso Clerk Columbia Wash Nov 18th 1895 The Town Council met persuant to call of of considering Platt offered by Mr. Fisher agt of Oregon Trust Co. Mayor Presodong Present Groat Calder andAlmquist: Mr Fisher agt for the Oregon Loan & Trust Co offered Platt for the consideration of the council which was examined and on motion was laid over until the next regular meeting: On motin the City Attorney was instructed to draft an Ordinance for the action of the council pertaining to the new platts and additions: On motion Meeting adjourned J A Kelso Clerk Approved Dec 2d 1895 mayor
