Office of the City Engineer

City of Seattle

Seattle, Washington March 16th 1894

To the Honorable Board of Public Works

City of Seattle - Gentlemen -

On the 10th and 14th inst I forwarded communications to the honorable Mayor of this city, setting forth, at his request, the apparent financial condition of each of the various street sewers authorized to be constructed from the proceeds of the Seattle Sewer Bonds of 1893. In that communication it was shown that, prior to the 23rd day of February, there had been an overdraft of $7383.02 upon the appropriation for the construction of the Front and Commercial Street Sewer; also that, in addition to said overdraft, an expenditure estimated at $8840.00 would be necessary to complete the sewer, making necessary a total additional appropriation of $16,223.02 for that sewer. The same communication showed that on Main Street an additional appropriation of $3217.19 was needed to complete the sewer as authorized.

Owing to the condition in which the work now stands upon these streets, viz-Front, Commercial and Main Streets, and owing to the fact that there are undoubtedly some time-checks and bills outstanding held by innocent

parties for labor performed or materal furnished in good faith, besides the liability of loss and damage resulting from non-completion of these sewers and the possible serious results in case of fire by reason of the obstruction of Main Street, I would most respectfully suggest that you urge immediate action on the part of the honorable City Council, with reference to further appropriations to complete these sewers and relieve the streets from obstruction.

Very respectfully

R.H. Thomson City Engr.
