521 COMMON COUNCIL OF THE CITY OF SEATTLE. Aug 6/84 of Compiled Ordinances be accepted & Contract so awarded Ordered that the Council stand now adjourned Attest: E S Osborne, Clerk Approved: John Leary, Mayor Aug 21/84 Be it remembered that on this the 21st day of August, 1884 the Common Council of the City of Seattle meets in it's Council Chamber pursuant to the call of His Honor the Mayor John Leary. The following Officers are present To wit: His Honor the Mayor John Leary and Councilmen Chas F. Clancy, B.F. Day, Geo. F. Frye, W.A. Harrington, Franklin Matthias, B.L. Northrup, Alfred Snyder, E.F. Sox and H.L. Yesler. thereupon the following proceedings are had; Petitions Rec'd From L.F. Dearborn et al for grading Jackson Street from Commercial to 2d Street. Referred to Street Comtee From Wm Harkins for an allowance of $1088.00 on a/c of 4th Street Grade. Referred to Street Comtee From Fred Gasch et al for a Sewer in Union Street betweeen 8th and Elliott Bay. Referred to the Comtee on Sewers From H. Muller et al for removal of Chinese habitations from Clay Street between Water & West Streets. Referred to a Special Comtee To wit: Sox & Day. From David Ross et al for reducing license on book peddlers. Referred to Judiciary Comtee From Louis Steen for the right to build an addition to Butcher shop on Front Street. Referred to the Comtee on Fire & Water supply. From Jane Barry for the right to erect a Wooden Building on Front Street to take the place of "Aa" Saloon site. Referred to Comtee on Fire & Water supply. From John E. Hale for cancelling tax deed to Lots 1 & 2, Block 6 of McNaughts 1st add. Referred to Judiciary Comtee From Washton Engine Co 2 for an appropriation of $100.00 to apply upon indebtedness. Granted

522 JOURNAL OF THE PROCEEDINGS OF THE Aug 21/84 Ordered that Dr S C Smith be & is hereby authorized to peddle certain tracts about the City for the period of one month from this date. Ordered that James Bogart be & is hereby enployed as Janitor of City Hall & to work prisoners he to receive therefor $60.00 per month & $60 cents per day for meals for each man. Ordered that the city Justice be & ishereby instructed as part of the fine & Costs in City Cases, the amount of Bond expended in keeping the prisoner who is to pay such fine, from the time of arrest to the time of the payment of such fine & Costs. Ordered that the Clerk be & is hereby constituated a Purchasing Agent for the City & is hereby instructed to procure all necessary blanks therefor Ordered that the Atty be & is hereby instructed to submit an Ordinance for the purposes aforesaid. Ordered that the Clerk be & is hereby instructed to advertise for bids for printing, lumber, hardware, attending gas lights & for supplies for Fire Dept. Ordered that the Atty be & is hereby instructed to submit an Ordinance fixing the regular meetings for the Council on the 1st & 3rd Fridays of each Month A communication is rec'd from the Atty on the matter of the Madison Street Extension. Ordered that the atty be & is hereby instructed to submit an Ordinance authorizing the issuance of Warrants on siad special fund to pay alldamages hereto fore awarded. Ordered that the Comtee on Harbor & Wharves be & it is hereby instructed to inquire into the amount of harbor dues collected & remaining un collected for the month of July 1884. A report is rec'd from Chief of Fire Dept on Department matters. Referred to Comtee on Fire &Water supply And now Councilman Clancy prefers a charge against Officer F L Bangs of Police Force of being asleep during the hours of duty. Referred to the Comtee on Health & Police And now Councilman Northrup offers the following motion to wit: Moved that Section 7 of Ordinance No 397 be amended by adding

523 COMMON COUNCIL OF THE CITY OF SEATTLE AUG 21/84 thereto the following And the Councilmay at any meeting thereof by order which shall be entered of record make such charges as it may deem advisible either in the number & Boundries of the Police districts or in the assignment of the Officers to the districts. Ordered laid on the table until next regular meeting And nowthe surveyor submits the Plans ans Specificationfor a sidewalk on Front, Kentucky, HArrison, & Temperance Streets under Ordinance No 581, thereupon after due examinatonthe same ore approved. Ordered that the owners of the buildings on Front Street recently damages by fire be & are hereby permitted to repair the same under instrructions from & supervisions of the Fire & Water Comtee Provided however, that said buildings when repaired sahll not exceed 3 stroies inheight. And now the Judiciary Comtee make their report on the petition of David Ross et als for reducing the license of book canvassers recommending that siad license be fixed at the rate of $20.00 per annum Adopted and Atty instructed to submit an Ordinance accordingly Licenses Ordered Issued Ordered that licenses be issued as follows to wit: Andreas Mauer for retail liquors for 3 months from Aug 18 John Shepich for grocery for 3 months from Aug 8 Margaret Sullivan for grocery for 3 months from Aug 15 Schwabacher Bros & Co forWholesale for 3 months from Aug 9 S Baxter & Co for wholesale for 3 months from Aug 10 Chas Ross for Grocery for 3 months from Aug 7 Bernard Kurtz for Grocery for 3 months from Aug 6 Christ Krieger for Grocery for 3 months from Aug 10 Cowles & Foster for retail for 3 months from Aug 12 W F Allen & Co for retail for 3 months from Aug 13 Smith & Farrar for retail for 3 months from Aug 8 A F Able for retail for 3 months from Aug13 O'Shea & Tarent for retail for 3 months from Aug 13 Moran& Lawrence for retail for 3 months from Aug 23 Perkins & Ladd for retail for 3 months from Aug 15

524 JOURNAL OF THE PROCEEDINGS OF THE Aug 21/84 Ordinances An Ordinance is submitted entitled "A special Ordinance appropriating money to pay audited Bills" Adopted upon the following vote towit: In favor of adoption Clancy, Day, Frye, Harrington, Matthias, Northrup, Snyder, Sox & Yesler. Against adoption none. The Atty submits an Ordinance entitled "An ordinance fixing the time for the regular meetings of the Common Council of the City of Seattle". After due consideration said ordiannce is Adopted upon the following vote towit: In favor of adoption Clancy, Day, Frye, Harrington, Matthias,Northrup, Snyder, Sox & Yesler. Against adoption none. Thereupon the following proceedings are had: And now the Comtee on Publc Buildings, Property & Grounds be & hereby instructed to report at nest meeting regarding certain needed repairs at City Hall and also the sewer & foundation of Engine House No 1 with recommendations And now His Honor the Mayor makes a verbal reprot on the matter of working prisoners with suggestion. Ordered that all the acts done by his honor the Mayor in the premises be & are hereby recorded.
