538 JOURNAL OF THE PROCEDINGS OF THE Sept 19/84 Be it remembered on this the 19th day of September 1884 the Common Council of theCity of Seattle meets inits Council Chamber pursuant to law. The following Officers are present, to wit: His Honor the Mayor John Leary and councilmen Chas F Clancy, Geo F Frye, W A Harrison, B L Northrup, Alfred Snyder, E F Sox, H L Yesler, W G Latimer, & W V Rinehart, Thereupon the following proceedings are had: Petitions rec'd From First National Bank for the payment of a Warrant on Seneca Street Grade fund on the amount of $1280.57. Referred to Judiciary Comtee From Fredk Prosch et al for opening Virginia Street between 2d & 5th Streets Referred dto Street Comtee From Saml Kenney for the right to remove the old Clayton Building to 1/2 of Lot 5 Block 8 Boren & Denny's Plat. Granted From W C Reneal to permit Chinese Clay Street for 30 days Petition Denied From Lemuel Wilcox for a drain tocarry waters from Spring Street. Referred to Comtee on Sewers From Jonah Seaman for damages caused by loss of horse on the Streets in the sum of $250.00 Referred to City Attorney From H Hershberg & Co et al protesting against the erection of certain proposed wooden buildings on Front Street. Laid on the table Communications and Reports From Officer Gardner reporting the results of certain special duty assigned by His Honor the Mayor From the surveyor recommending the construction of a sidewalk on the north side of Battery Street from Sixth to Depot Street Adopted From the surveyor recommending the laying of 900 lineal feet of plank road along the Beach Road by the Street Commissioner under the supervision of the member of the Street Comtee from the Fifth Ward. Adopted From the surveyor recommending a sewer for Union Street. Referred to Comtee on Sewers From the surveyor recommending certain changes in the grade elevatins on 3rd Street between Spring and Seneca Streets Adopted From the surveyor submitting the Specifications for the Improvement of Yesler Street under Ordinance no 592, after due consideration tthe same are

539 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 19/84 approved. Committees Report From Judiciary Comtee on the Claims of J F McNaught recommeding that the amount thereof $80.00 be credited on his assessment for Columbia Street Improvement From the Special Committee on the charges preferred against Police Officer T J Small recommending that he be dismissed from the Police Force. Adopted upn the following vote, to wit: In favor of adoption Clancy, Frye, Harrington, Snyder, Sox, Yesler & Latimer Against adoption Northrup& Rinehart An now His Honor the Mayor recommends that the Police force be reduced 2 numbers, by reason of said force being larger than necessary Ordered that Officer T J Small be dismissed without predjudice from the Police Force for the reasons to wit: Insubordination & Absence from beat during the hours of duty. From the Judiciary Comtee recommending that the contract for furnishing gas be awarded to the Seattle Gas Light Co for one year & in case of its refusal to furnish for a period of less that 2 years or in case they refuse to allow the awarding of contracts for lighting, cleaning & repairing to the lowest responsible bidder, that the clerk be instructed to advertise for bids for furnishing kerosine lights. Adopted upon the following vote, to wit: In favor of adoption Clancy, Northrup, Snyder, Sox, Rinehart Against adoption Frye, Harrington, Yesler & Latimer From Gas Comtee recommending that the City take Lamp No 220 at $7.00 & Freight $1.50 total $8.50, that the Gas Co be authorized to send for 48 Lamps at $7.00 with out freight & insurance, also to send for one Doz. globe extra. Adopted The balance of the report recommending the awarding of the contract to the Gas Co. for lighting & repairs is ordered stricken out. Licenses Ordered Issued Ordered that licenses be issued as follows to wit: S Kirschberg for Retail liquor for 3 months from Aug 31 Peter Anderson & Co for Retail liquor for 3 months from Sept 6 Gumbert & Dickman for Retail liquor for 3 months from Sept 1

540 JOURNAL OF THE PROCEEDINGS OF THE Sept 19/84 Hansen & Kersey for Retail liquor for 3 months from Sept 7 E Davidson for Retail liquor for 3 months from Sept 13 Chas Louch for Wholesale for 3 months from Sept 8 Ordered that the applicationof E Champeaux for a Retail liquor license be & is hereby rejected. Ordered that the license for Retail liquors heretofore granted to Carl Osunaa be & is hereby revoked for the reason that said Osunaa is dispensing of liquors to the Indians. Claims Paid Fire Fund James Murphy Hauling Hook & Ladder Truck $5. P Emerson Fire team to Engine #2 in Fire Alarm $5. Anthonoy Holmes Work on Fire Engine etc $13.75 Washtn Iron Work Work on hose reel $5. Consideration of Ordinances The attorney submits an Ordinance entitled "An Ordinance to levy a special tax for the payment of Water rent" thereupon after due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Clancy, Frye, Harrington, Northrup, Snyder, Yesler, Latimer & Rinehart Against adoption none. The attorney submits an Ordinance entitled "An Ordinance to provide for the constructionof a sidewalk in Battery Street" thereupon after due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Clancy, Frye, Harrington, Northrup, Snyder, Yesler, Latimer & Rinehart Against adoption none. An Ordinance is submitted entitled "A special ordinance appropriating money to pay audited bills" Adopted upon the following vote, to wit: In favor of adoption Clancy, Frye, Harrington, Northrup, Snyder, Yesler, Latimer & Rinehart Against adoption none. Miscellaneous Ordered that the Contract for the furnishing of all supplies required by the Fire Department, be & is hereby awarding to G Kellogg & Co. excepting however Coal & Hauling Ordered that the rate of levy in order to provide funds to pay the Improvement of Fourth Street under Ordinance No 395 be & is hereby fixed at 38 mills on the Dollar

541 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 19/84 A communicationis rec'd from Geo Louden offering to furnish Horses for the night time at the Columbia Street engine House. Laid on the table Ordered that the Street Commissioner be & is hereby instructed to purchase a span of horses necessary harness wagon & dump cart Ordered that the Assessment Rolls for Front Temperance Streets Grades & Sidewalks be & are referred to the assessor for amendments under the direction of the Attorney Bids Rec'd For the Proposed planking of Commercial Mill & Front Streets from Blaine & Preston. Referred to Street Comtee Ordered that a brake be attached to Hook & Ladder Truck under the direction of the Fire Comtee Orderd that no new applicant for liquor license be allowed to open a saloon until after his application has been granted by the Council Ordered the the present police force be reduced one additional member at the next regular meeting of teh council. Ordered that the Council stand now adjourned until Monday September 22,1884 at 7&1/2 o'clock pm for the special business of considering the matter of planking Commercial Mill and Front Streets.
