608 JOURNAL OF THE PROCEEDINGS OF THE Sep 21 1888 Be it remembered that on this 21st day of September A D 1888 the Common Coouncilof the Cityof Seattle meets in its Council Chamber pursuant to law. The following officers are present to wit: Mayor Robt Moran and Councilmen Burns, Durie, Green, Jones, McCombs, McDonald and Reitze. the following proceedings are had to wit: Petitions etc. Petition of Wm H Cowie for permission to raise and move wooden building in rear of his premises on East side of South Second Street between Mill & Washington Streets, read and referred to Com on Fire & Water. Petition of the Puget Sound Improvement Company asking that the provision of Ordinance No 837 relating to the widening of Second Street be carried into effect read and referred to the Street Committee Petition of the Puget Sound Improvement Company to have Second Street planked from James Street to Marion Street read and referred to the Committee on Streets Petitionof W F Dearborn to have the name of Cedar Street in Bell's Addition changed so as to not interfere with Cedar Street in Terry's 1st Addition read and referred to Street committee. Petition of M Keezer for permission to raise sidewalk on Terrace Street read and referred to the Street Com. Petition of W W Burritt & others for a sewer in Virginia Street, read and referred to Com of Sewers & Drainage Petition of W Copeland and others for a drain ditch on Tenth Street from Howell to Depot Street read and referred to Street Committee.

609 COMMON COUNCIL OF THE CITY OF SEATTLE Sep 21 1888 Petition of Thomas R Hughes and others for the opening and grading of the Alley in Block 6 of D S Maynard's plat read and referred to the Committee on Streets. Petition of A A Denny for a sewer in Block 24 of A A Denny's Plat to connect with Union Street sewer read and referred to the Com on Sewers & Drainage. Petition of G H Beede for permission to stretch a canvas sign across Front Street between Marion & Columbia Streets opposite the Palace Restaurant read and on motion tabled. Communication from the City Surveyor submitting revised grade for Bluff Street read and approved and the City Atty directed to draw and submit an ordinance in conformity therewith. Communications from City Surveyor recommending slight change of grade on Wall Street corner of Fourth Street; Also recommending change of grade from 60 feet to 62 feet on Harrison Street at the East Side of Light Street Read and City Surveyor instructed to make the necessary changes suggested. Petition of John Christ in regard to filling in Lot 8 Block 20 Maynard's Plat read & referred to Street Com. Petition of H H Dearborn and others for the widening of Commercial Street from Mill Street to Charles Street tow width of 86 feet read and referred to the Street Committee Petition of P & J M Quigley for permission to blast earth

610 JOURNAL OF THE PROCEEDINGS OF THE Sep 21 1888 on Wall and Fourth Street read and granted under the usual restrictions. Petition of Margaret Sullivan in regard to the grade of Fifth Street at the corner of Terrace Street read and referred to the Committee on Streets & Street Improvements Petition of F H Peterson & others for the opening of Alley through Block 4 of Maynard's Plat read and referred to Street Committee. Communication from H F Frahm in regard to payment of Street Improvement warrants read and referred to the City Attorney. Petition of E F Adams and others for the revocation of liquor licenses granted L V Schnyder read and referred to Committee on License and Revenue. Petition from School Board of School District No 1 asking for the use of the Old North School House, (now occupied by Hose Co No 7) for school purposes. Read & granted on condition the school District puts up a suitable shed on the lots for housing the Hose Cart etc. Committee Reports Rec'd From Committee on License and Revenue rejecting petition of Mrs H S Parkhurst & others against granting a license for a slaoon on Second Street betweeen Cherry &Columbia Streets adopted. From Same Committee on petition of W R Brawley & others for revocation of Liquor license of Alden S Chase recommending that the said Alden S Chase be cited to appear before the Council at its next meeting and show cause why his said license should not be revoked. Adopted.

611 COMMON COUNCIL OF THE CITY OF SEATTLE Sep 21 1888 from same committee granting petition of Thompson and O'Hara for temporary transfer of Liquor license. Adopted. From Same committee on petition of D T Denny & Others asking the Council not to grant licenses for the sale of liquor within four blocks of any school house in the city, recommending that the petition be granted so far as not grant any such license within three (3) blocks of the Central, North & South school houses Also recommending that the Council adopt the policy of refusing to grant any liquor licenses in any part of what is recognized as the residence portion of the City or for any portion of the outlying districts which would necessitate extra expense for the Police Department Adopted. From Committee on Fire & Water rejecting the petition of D H Callahan & others for the abatement of a nuisance in the shape of a sash and door factory on Third Street between Pike and Pine and stating that the committee had notified the proprieters to put a spark arrester on the chimney of said factory. Adopted. From same Committee granting petition of J H Rengstorff for permission to move and repair portion of dwelling house on North half of Lot 5 block 6 A A Denny's addn so far as to give him permission to move his part of the said building a distance not to exceed fifteen (15) feet and close the same in but to add nothing to it that is not in accordance with the provisions of Ordinance No 992. Adopted. from Committee on Streets rejecting petition of D N Hyde for a sidewalk on South side of Bluff Street. Adopted From Same Committee rejecting petition of J F McNaught

Adopted From same Committee granting petition of D R Hughes & others fro grading alley through Block 6 Maynard's plat adopted. From Committee on Harbor & Wharves granting petition of Seattle Lake Shire and Eastern R R Co 7 others for the Extension of Madison Street andthe Clerk is directed to advertise for bids for said work the work tobe done under the direction of the City Surveyor. Adopted. Liquor licenses ordered Issued N P Wildrick, Vitus Schmid & Long & Kelley, Thevote upon issuing six licenses is as follows: In favor of the same, Burns, Durie,Jones, Green, Mc Donald, McCombs and Reitze Against same none. Applications referred Patrick Welch, E Myer, Begley & Salmon. Gottleib Burien & McNett & Clingan Bills allowed.
