Be it remembered that on this Sixth day of January A.D. 1890 the Common Council of the City of Seattle meets pursuant to adjournment in the Council Chamber in the City Hall in the City of Seattle: The following officers of the City government are present: Councilmen - D.E. Durie G.W. Hall T.E. Jones U.R. Niesz H.F. Phillips F.A. Twichell J.N. Wallingford Harry White: City Attorney - S.H. Piles City Clerk - C.W. Ferris Chief of Police - J.C. Mitchell The following proceedings are held:

The mayor]being absent, on motion of Councilman Hall - Councilman U.R. Niesz is elected as acting mayor.

Petition of Oscar Johnson for permission to tranfer liquor license. Read and referred to License and [Review?] Committee.

Petition of T. [Howell?] for an extension of liquor license equal to time his saloon was closed after the fire of June 6th 1889. Read and rejected.

From Fire and Water Committee on communication of J.H. Rengstorf asking Council to investigate action of Building Inspector Abbott in stopping work on his building recommending that the action of the Building Inspector be sustained and that Mr Rengstorf make the chance in wall of his building to conform to instructions of the Building Inspector: Adopted:

Bids for Fire Boat There being but one bid, that of the Seattle Dry Dock and S.B. Co. it is ordered that same be not opened and considered:

Upon motion of Counciman Jones it is ordered that bids be readmotioned for to be opened February 7th 1890 for the construction of the Fire Boat, and that the Clerk be directed to cause advertisements

to be inserted in one each of the San Francisco and Portland papers

Plats Approved The Plat of Lake Dell Addition is approved. The Plat of D.M. Cranes Addition is approved. The Plat of Ayer and Walkers Addition is approved.

Ordered that the Fire and Water Committee be authorized to inform the Spring Hill Water Co. that the Council approve the laying of water mains along that street.

Ordered that the Judiciary Committee and City Attorney prepare and forward to Olympia the necessary bill for carrying into effect the constitutional povisions regarding cities framing their own charters.

Ordinances The City Clerk reads: "An Ordinance authorizing the Mayor and Clerk to enter into contract with J.T. Ronald, employing said J.T. Ronald to prosecute to final judgement all delinquent grade tax now due, for the grading of streets in said city, and to pay the said J.T. Ronald for said services the sum of five per cent on all moneys collected from said proceedings." Consideration deferred until the next meeting of the Council.

The City Attorney submits 1276 "An ordinance authorizing the Standard Oil Company a corporation doing business in the City of Seattle, in the State of Washington to temporarily lay down and maintain a railroad switch track from a point where the Columbia and Puget Sound Railroad intersects South Ninth Street, in the City of Seattle, to the warehouse of said Standard Oil Company not exceeding a distance in length of two hundred feet." Which is passed by the following vote - In favor D.E. Durie G.W. Hall T.E. Jones H.F. Phillips F.A. Twichell J.N. Wallingford Harry White Against the same none: Ordered that the Council do now adjourn until MOnday January 13th 1890 at 7:30 P.M. Attest C.W. Ferris Clerk Approved U.R. Niesz - Actg Mayor
