National Bank dated May 15th 1895 $75,000
National Park Bank dated May 15th 1895 $100,000
New York Produce Exchange Bank dated May 14th 1895. $50,000.
I notice that they are all for new loans. I have signed these very reluctantly because

they are new loans, but so do upon the advice of my brother Charles G. Lathrop and Mr P. J. Wilson as they assure me that the proceeds of these new notes will be applied as stated in Mr Douly's letter from Mr. Gates of May 14th 1895, and May 15th 1895.
The Seligman note I have signed for the same reason and upon the same conditions.
My brother will further communicate with you on the subject of the new notes and application of the proceeds thereof.

I have just learned of your appointment to the position of Secretary of State and beg that you will accept my sincere congratulations. At the same time I cannot help feeling sorry that you are to leave the Department of Justice because ever since my interview

I hope however that your interest will not cease upon your removal to another sphere, and if you will be kind enough to inform your successor of the situation so far as my affairs are concerned, and endeavor to imbue him with your friendly spirit I shall ever feel very grateful
