Arrived here last evening. It has taken some time to make the trip, but the time has not been lost. I have now a pretty clear idea of the whole thing. I think we ought at once to create a scraper force of two hundred and fifty teams. Such a force is fully equal to 1250 men. By proper exertion it can be created so as to do much service most of the work from the Cannon to Humboldt Wells is favorable for scraping. Every possible exertion should be made to complete the grading at the earliest possible time.
