Have met pursuant to adjurnment.
Roll called. Quorum present.
Prayer by the Chaplain.

On motion of Mr. Thurber Titles 12 and 13 of C.F.3.
An Act to regulate proceedings in civil cases in courts of justice
in this Territory was read the first time by their headings.
Said Titles were read the second time by sections.
Titles 12 and 13 were read the third time by their
headings and so passed.
A message from the Council was received and read
announcing that they had passed titles 14 and 15 of C.F.3.
An Act to regulate proceedings in civil cases in courts of justice
in this Territory also that those had passed H.F.5. An Act incor=
porating Willard City in Box Elder County with an amend=
ment.
On motion of Mr. Reese, the House concurred in
said Council amendment.
The following message from the Acting Governor
was received and read:
Executive Office, Utah Territory
February 12, 1879.

To the Hon. Orson Pratt,
Speaker of the House.
Sir: I have this day approved signed and depos
ited in the office of the Secretary, "An Act conferring upon women
the elective franchise." In view of the importance of the measure
referred to, it may not be considered improper for me to remark
that I have very grave and serious doubts of the wisdom and sound=
ness of that political economy which makes the Act a law of this
Territory and that there are many reasons which in my judgment
are opposed to the legislation, but whatever these doubts and reasons
may have been, in view of the unanimus passage of the Act
in both the House and the Council and in defrence to the judg=
ment of many whom opinion I very much respect, I have
as before stated approved the bill hopping that future experiance
may approve the wisdom of our action and that the same may
be found to be in harmony with the spirit and genius of the age
in whice we live.

A Message from the Council was received and read
announcing that they had adopted the House memorial to Congress
asking for further Congressional action pertaining to school lands.
Mr Rachwood chairman of committee on roads
bridges and ferries to whom was referred the petition of Philip De
La Mare
and 183 others praying for an appropriation of three
thousand dollars to relocate and put in good order the Territorial
