Dear Sir
I have taken the liberty to insert, with the Governor's permission, that portion of my report which states the [illegible] remaining topics sent you, being 78 pages - making the total 320 - I brought with me the remainder of the report of Mr. King but as I do not find the first portion, I send it to you.
As I did not hear from you I was compelled to act on the probabilities of the case & from the fact that you were here last year I inferred that you would be likely to be again & so hoped to meet you and give you an opportunity to briefly examine this portion of the report. Had I known the facts as they are, by omitting Mr. King's report. I could have had my own in a few days earlier, but...
