the express wishes of the other two of the commissioners named in said act who [illegible] said residents of said town of Caledonia - Your Petitioners further represent that we have in our town a large amount of swamp land that needs reclaiming and we also have roads across low lands and that it needs more than the entire amount of the drainage fund belonging to our town to reclaim said land and repair said roads.
