To the Honorable Senate and Assembly of the State of Wisconsin in Legislature Assembled

Your petitioners would respectfully represent to your Honorable Body that they are citizens of the 9th ward of the City of Milwaukee and by order of the Governor of the State were drafted to serve in some regiment to be sent from this State & that the people of said ward were not credited with the full number, which they had sent to the war either through the negligence of officers of regiments appointed by Governor of this State, or from other causes: that consequently a larger number (although the people of said Ward protesting) than is right or in law, should have been drafted, were drafted from said ward, that your petitioners were among the persons drafted and employed substituteat a great cost to themselves; that one of the persons Emanuel Hurn employed so substituteNicolaus Huff and paid him therefore the sum of three hundred dollars, and other Jacob Leich engaged Carl Lan as a substitute and paid him the sum of three hundred dollars, that said two substitutes were clearly received and sworn into the United States service. But said substitutes with 47 others, were afterwards discharged by order of the Governor of this State on the ground of our drafts and because a sufficient credit has not been given. That your petitioners were forced notwithstanding the allegation of an over draft from said 9th ward, to report at Camp Washburn, and
