either to be sworn into the service, or pay said sums for substitutes, that had the draft been for the proper number, they should have escaped entirely from said payment, that this taking them as aforesaid was therefore unjust and illegal, and that they were improperly compelled by the powers of this state to pay said sums for substitutes; that they are poor and have families dependant on them for support and can not afford to lose said sums, and that inasmuch as they were so wrongfully forced to pay by the powers of this State, they have a just and equitable right to reimbursement from this State's treasury, Your petitioners therefore would respectfully pray that said sums may be repaid to them by this State, and will ever pray.
