Woodrow Wilson, President,
of the United State,
Washington, D. C.

152a

Dear Mr. President:-

As a most loyal supporter of you and your
Administration, and as one who has unwavering faith
in your high purpose and integrity, and as one rep-
resenting two old and very important organizations,
I want with all courtesy to offer my protest against
the present policy of segregating the colored em-
ployees in the Departments at Washington. Whatever
the ground on which this is defended, I believe it
is un-American and unfair and unChristian, and that
it is a mistake the Government cannot afford to make.

I am confident that nothing but your highest
sense of Christian principle will govern you in this
matter, but I an devoutedly hoping that nothing may
be done which shall result in the treatment of our
colored brethren as any other than American citizens
with equal Constitutional rights with our own.

With the highest regard and respect, I am

Sincerely yours,

Francis H. Rowley

President.
