President,
United States.

Dear Sir:—

I, as a citizen of the United States, do
hereby bitterly protest against such discriminating
methods that are being used in the Government depart-
ments amongst the colored employes, that have been
brought about during your administration.

As the constitution of the United States
provides that, regardless to Race, Creed or Color
or previous condition of servitude ( namely, 13th,
14th and 15th Amendments) I beg that you, as
President of the United States, use your influence
in bringing about better conditions amongst the Colored
Employes in the Goverment Departments.

Trusting that you will give this matter
your honest consideration at your eariiest convenience,
I beg to remain,
