Sir:

Replying to your letter of September 2nd, enclosing
a telegram from Dr. Charles S. MacFarland
(suggesting that the President delay issuing Armenian
and Syrian proclamations, in order that the various
comittees may get ready to proceed, so that their
action will be taken at the same time the President
issues the proclamation), and requesting the Department
to let the President know just when the committees
desire these proclamations issued, I beg to call your
attention to the annexed letter to you from Dr. MacFarland
(which you transmitted to the State Department)
which requests that the proclamation be not sent out
for at least a week or ten days from Septemeber 2nd.
This letter apparently shows the wishes of the committees
