My dear Mr. Secretary:

I dare say that our oral conference about releasing Mr. Stevens from the Commission to Russia in order that he may act as one of the Board of Railway Experts who are planning to visit Vladivostokaand the Siberian Railway was sufficient to cover the matter, but for the sake of record I am writing to say that I quite approve of the change, knowing how valuable Mr. Stevens' services will be on the Board of Experts.

I think I understood from you that the matter was being arranged through Mr. Willard.
