My dear Mr. Secretary:
I have my doubts whether the language of the Act which put at my disposal $100,000,000 "for the defense and security of the Nation" can very legitimately be interpreted to mean that I can pay a compensation to the members of the group of experts who are going to Vladivostok to put their services at the disposal of the Russian Government. I suppose I shall have to make the language cover this particular case, because I seem to have raised some expectation of that sort, but I shall have to be very careful in the future not to raise these expectations.
