The State of Mississippi Newton County


At a special Term of the Board of Supervisors, in and for said County began and held at the Court House, in the Town of Decatur, in said County of Newton, on the 11th day of September A.D. 1871, among other proceedings had, was the following Order—to wit—

"Ordered that this Board of Supervisors fully indorse the Order passed by the Board of School Directors in relation to the County Treasurer W N Raines, for failing & refusing to make his Reports, and that the said Order of said Board of School Directors, be spread upon the minutes of this Board.

I C. S. Swan Clerk of the Board of supervisors for and in said County and state Certify that the foregoing order is a true copy of the order as appears on the minutes of this Board

At a Special meeting of the Board of School Directors in and for the County of Newton and State of Mississippi, among other proceedings the following was had—; to wit—

"Ordered by the Board—. That whereas, W N Raines, Treasurer of Newton County, has failed to make his Quarterly & annual Reports ^to^ the Board of School Directors of Newton County, and whereas the said W N Raines, Treasurer of said County, has failed and negelected to furnish the Board of School Directors a report of the School Finances of the County, on or before the First day of September, as he is required by law to do, and whereas the said W N Raines, Treasurer, has been notified by the order of this Board and served by the Secretary to make his said Report on this day the 2d Monday in September, and still refuses so to do—, It is therefore Ordered by the Board, that the Govenor of the State be notified of the refusal of the Treasurer, W N Raines to discharge his duty, and obey the orders of this Board and that his Excellency J L Alcorn, Govenor of the State of Mississippi be requested to remove the Treasurer and appoint a suitable person who will discharge his duty under the law."
