District Council of Lincoln Minutes of meeting held on 21st February 1947 Present Crs WG Morgan (Chair) Jas Doudle, KW Ford, RF Richardson, GC Smith & P Woods. also Clerk AH Taylor & Overseer KS McFarlane Minutes of previous meeting read & confirmed Financial statement showed a credit of £5471.8.7

Correspondence SAR- Superintendent SAR in reply to Council's request stating that a crossing over the Ry line in Wildeloo Siding cannot be granted

Re Guarantee Secy Local Govt Assoc in reply to Councils enquirie - pointing out Sec 289 (1)(C) of Local Govt Act which states that a Council may spend revenue in providing a salary or subsidy to a Legally Qualified Medical Practitioner practicing in the district received

Re Resuming Water Reserve No 3 Director of Lands advised that KS McFarlane has applied to have Water Reserve No 3 on eastern boundary of his Section 33s Hd Wanilla resumed and added to his Agreement to Purchase - Sec - 33s & 39e Hd Wanilla and requesting Council's comments thereon. Prop Cr Richardson/ Sec Cr Woods} That Council has no objection to the Reserve being resumed and included in KS McFarlane's Agreement as applied for. carried

Plan Town Planner submitted Plan No 157/47 of Lots 30 & 31 of Sec 2w Hd Cummins -- LTO Plan 1864 for Councils approval or rejection. (Walsh & Cronin). Held over for report.

Wages Log Secy EP Local Govt Assoc re AWU Wages Log and suggesting Council place the matter in the hands of Loc Govt Assoc in Adelaide. Clerk reported that he had written the Secy stating Council left the matter in the hands of L G Assoc in conjunction with E P L G Assoc. This was endorsed by Council.

F F Unit Cummins LE Chambers of Cummins Fire Protection Unit report on calls to fires to 30.12.47 and estimated save by the Unit in quarterly report. Also thanked the Council for the purchase of a truck for use of the Unit and stated that it now required another man in the Unit. Prop Cr Ford/ Sec Cr Richardson} That Council approve of an additional man be added to the Cummins Fire Protection Unit carried

Re Building for F F Equipment Secy Cummins Agricult Bureau stating the members requested Council to consider the erection of suitable housing for F F equipment & truck - They have temporary housing for same at the rear of Mr CS Campbells shop. Mr FH Blacker has offered the use to the Unit free of rent portion of his Lot adjoining Blacker & Blesings with written permission to remove any buildings erected when Council desires. Prop Cr Ford/ Sec Cr Smith} That Mr F Blackers offer as contained in the letter be accepted and that Crs Ford & Overseer confer with the F F Unit or Fire Controller DH Blacker and LE Chambers with a view of submitting a plan of proposed building required to be erected thereon & cost thereof . carried

Re Weighbridge YLN Secy Yeelanna Agricultural Bureau requested the Council to consider the erection of a public weighbridge in Yeelanna as 60 to 70,000 bags of grain are carted to Yeelanna yearly. This was held over for particulars to be obtained.

Bad Road EW Jones complained of the unsatisfactory condition of the road to his property Hd Cummins, and Phelps Bros also wrote re bad condition of the same road (and crossing) from Jones to their property Sec 41 ? These were held over and Overseer to see if bad patches can be covered.

Petrol Pump on F/Path RF Feirclough applied for permit for a petrol pump to be placed on the footpath in front of his garage Lot 14 of Sec 2w Railway Terrace Cummins Prop Cr Ford/ Sec Cr Richardson} That permit be granted. carried

Application Lease Road Refused FJ Jericho applied to lease Hinton St & portion of Church Road from Sec 17NE to his lot 8. Prop Cr Ford /Sec Cr Doudle} That request be not granted as previously there was an objection lodged against the road being leased. carried

Resignation Curator Jas Cronin tendered his resignation as curator of Cummins Cemetary Prop Cr Ford/ Sec Cr Smith} That the resignation be accepted with regret.

Resignation Overseer KS McFarlane tendered his resignation as Overseer of Works to the Council also as Health Inspector and Authorised Officer under various Acts . Cr Morgan expressed his regret at the necessity for the resignation. Cr Smith in supporting stated that Mr McFarlane had done a good job and would be hard to replace. Cr Richardson also endorsed the remarks. Prop Cr Morgan/ Sec Cr Doudle} That KS McFarlanes resignation be accepted with regret. carried Leave Also that Mr McFarlane be granted 3 weeks Holiday from 1st March and that the next Council meeting be postponed until Friday 28th March 1947. Carried

Application Overseer It was resolved that applications for the position of Overseer etc be advertised in E Peninsula and Advertiser one day each week for 3 weeks. Applications to be received until noon on 27th March.

Letter of Sympathy Prop Cr Morgan/ Sec Cr Woods} That a letter of sympathy be sent to Mr McFarlane in the recent sad loss of his wife. carried

Guarantee Drs Salary Ratepayers of Mortlock & Shannon Wards requested the Council to give a guarantee of a salary to a Medical Practitioner Dr MG Gratton at Cummins of £800 per annum for 2 years from funds of Mortlock & Shannon Wards if required. Prop Cr Richardson/ Sec Cr Woods} That this Council guarantee a salary of £800 per annum for 2 years to a Medical Practitioner at Cummins as requested by Mortlock & Shannon Wards. carried

Re Truck & F F Engine Blacker & Blesing letter of explanation with account for parts supplied to S/M Truck purchased by the Council from CH Lear. Also a/c for same and for Kelly & Lewis pump supplied to F F Unit at Cummins The a/c's were passed for payment

Hire CK Ritchie tendered for hire of 30 HP Tractor & driver for road work @ 12/3 per hour. KE Harris tendered for hire of TD9 Tractor and Dozer 40 HP and driver @ 35/- per hour Mr Ritchies tractor was considered too light for work required and Overseer is to see Harris and see if arrangements can be made for some road work to be done

Donation Tubercular Soldiers Aid Society annual appeal Prop Cr Ford/ Sec Cr Woods} That donation of £1.1.0 be granted carried

Vermin Report FA Parker Vermin Inspector - Report of his inspection of Hds of Lincoln Louth and portions of Wanilla & Mortlock during the last fortnight . received

N Polden offer of caravan for sale for £200 - This is not suitable for Council's requirements.

Tyres Clerk reported that the offer of Gen Roberts of £28 for 25/11 tyres & tubes had been accepted.

Deposit Prop Cr Richardson/ Sec Cr Smith} That £1000 fixed deposit becoming due on 20th not be again renewed. carried

Delegates Prop Cr Richardson/ Sec Cr Woods} That Crs WG Morgan & GC Smith be appointed deleates to EP Local Govt Conference at Tumby Bay on 17th March. carried
