[saved?] As to making the appointments within the Circuits there is nothing in that, suppose a cir cuit so situated as not to have a man in it capable of discharging the duties would you reflect for a moment what course to take no I am perswaded [sic] not- Your excellancy [sic] also discovers the legislaturs [sic] never pay any attention to locality and let who will be appointed he must reside within the Circuit

of Monroe Blount Jefferson Sevier & Cocke Counties with a confidential hope of his success Mr. Barclay is a man of fine education and a well read and sound lawyer eminently qualified to discharge the duties of solicitor to the best interest of the District and to his own honor and emolument- He is poor and has a worthy growing family hanging on his arm for support. I feel quite confident that the appoint =ment can not be bestowed on a more diserving [sic] man or one that would render more universal satis =faction From the above it would be superfluous to say that Mr Barclays appointment would be of high gratification to your old & devoted friend
